You're forgetting Pyres in Novigrad, aren't y'all? That's the first quest you're supposed to practice in gild to find Triss and try to find out what happened to Ciri in Novigrad. I'd consider a master story quest to be very necessary to progressing the story just possibly we simply await at the game differently.

Adding to this, technically, after doing the Baron'due south quests in Velen, you should take a laissez passer that would permit yous to travel across the river to Grassy Knoll which would lead to Novigrad. yeah depending on playstyle one may end up at novigrad without any quests sending you lot there even so or coming together any logistical obstacles on way. ofc it'southward thing of definition whether signposts correct outside gates're novigrad or not nonetheless novigrad ;) ane can also swim to harbor but that'd exist very atypical player.

i think what may've confused op'southward velen + novigrad're one contiguous area then 1 can but travel in real fourth dimension while white orchard skellige and kaer morhen're distinct areas requiring fast travel (signpost or harbor).
